Housing Housing encompasses several programs that deal with larger scale housing issues. The following are three programs that help with housing in Region V of North Dakota. RVCDC The Region V Community Development Corporation has a principle purpose of planning, developing, owning, and managing affordable housing projects in Southeastern North Dakota. These projects benefit lower income households, which are households with an annual income that does not exceed 80% of the county median income level. The RVCDC has developed over 100 units of single and multi-family rental housing in the communities of Lisbon, Gwinner, Milnor, Hankinson, Hatton, Wahpeton and Fargo. Projects developed by the Corporation include the rehabilitation of existing buildings, new construction and single family developments. The RVCDC was established in 1995 as a charitable non-profit affiliate to SENDCAA. Please visit

This HOME Owner Occupied Rehabilitation program helps low-income homeowners to bring their homes up to Section 8 standards, local building codes, and zoning restrictions. Please see the following link to the North

The Helping HAND program addresses unmet housing needs for low-income people. Funds support new or existing single or multi-family housing rehabilitation programs.For more information about the Helping
